Kathleen Dougherty is a seasoned leader with over 25 years of experience in Medicaid operations and Managed Long-Term Services and Supports (MLTSS). She built a distinguished career with the State of Delaware’s Division of Medicaid and Medical Assistance, culminating in more than a decade as Chief of Managed Care Medicaid Operations. In that role, she oversaw the state’s three Managed Care Organizations (MCOs), the External Quality Review Organizations, the Enrollment Broker, and the PACE Program—ensuring high-quality, person-centered care for Delaware’s Medicaid population. 
 

A lifelong advocate for underserved communities, including older adults and individuals with disabilities, Kathleen has made meaningful contributions on the national level. She served for over a decade on the Board of Directors for Advancing States and previously served as Vice President of the Advancing States Alumni Leadership Network, where she supported state leaders navigating professional transitions, advancing innovative policy, and shaping operational efficiencies. 
 

Following her public service, Kathleen held a key role with Mom’s Meals and now serves as National Director of Business Development at GT Independence, helping states and organizations expand and improve self-direction programs.
