Joe Elliott
Joe Elliott brings over two decades of leadership experience in health and human services, with a specialized focus on long-term services and supports (LTSS), care coordination, and health equity. As Director of LTSS at PA Health & Wellness, Joe oversees strategic and operational initiatives that enhance service delivery, promote health education, and address drivers of health. His leadership has been instrumental in implementing value-based purchasing programs and improving provider network quality through rigorous auditing and collaboration.
Prior to his current role, Joe worked in local government, where he managed high-volume call centers, coordinated holistic care for individuals and families experiencing homelessness and implemented one of the first Aging and Disability Resource Centers in Pennsylvania.
Joe’s career reflects a deep commitment to integrating healthcare and social services, with experience spanning program development, staff training, budget management, and policy implementation. He holds a Master’s in Public Administration from the University of Pittsburgh, where he also served as adjunct faculty in Public Service for nearly a decade.
Joe is passionate about advancing person-centered care and fostering innovation in long-term care systems to better serve vulnerable populations.
