Heather Hallman has over 20 years of experience in government policy development, administration, and legislative affairs.  Throughout her career, Heather has served in various roles that oversaw the development and operationalization of government programs including Pennsylvania’s Medicaid managed long-term services and support program - Community HealthChoices.  These roles include serving as the special advisor to the secretary in both the Pennsylvania Governor's Budget Office and the Department of Human Services; the chief of staff in the Office of Children, Youth & Families; and the director of social services for the York County Department of Human Services.  Heather currently serves as the Vice President, Managed Long-Term Services and Supports for UPMC Health Plan.
