T.K. Small
T.K. Small has been an Attorney since 1994, focusing on Healthcare Policy and Disability Law. Between 2013-2022, T.K. was the Director of Policy for Concepts of Independence, Inc., a Medicaid funded, Consumer Directed Personal Assistance Program, which was the first of its kind in New York State. In 2020 T.K. Small was appointed by the Governor of New York State to serve on the Medicaid Redesign Team II. The MRT was convened to equitably find $6.5 billion of savings and create a path toward sustainability. T.K. was also on the Board of Directors of Independence Care Systems, a Medicaid funded managed long-term care organization.
In December 2022, T.K. Small started working for VNS Health in the Government Affairs department. VNS Health, an organization with a 130-year history, is one of the largest not-for-profit home and community-based organizations in the U.S., providing skilled home health care, home health aide staffing, hospice and palliative care, population health management, and behavioral health services. Its Health Plan offerings include Medicare Advantage, Dual Eligible Special Needs Plan (D-SNP), Fully Integrated D-SNP, a Medicaid plan specialized for individuals who require long term supports and services (MLTSS), and a plan for Medicaid enrollees living with, or at risk of, HIV/AIDS. For VNS Health, T.K. provides lobbying and operational advice as it relates to members with disabilities.
