David Rogers

David Rogers is President of Independent Living Systems, a privately owned Miami-based national health care services company and industry leader in managing high-cost, complex member populations in the Medicare, Medicaid, and Dual-Eligible markets. David initially joined the company as Executive Director and Chief Operating Officer for Florida Community Care, a statewide provider services network dedicated to serving the elderly and individuals with disabilities, preventing unnecessary admission into institutionalized settings, and fostering independence by connecting individuals to community resources that meet their long-term care needs.

David held senior management positions administering various managed care, long-term care, and behavioral health programs with Florida Medicaid. In 2003, he headed west to accept an executive level appointment with the Idaho Department of Health and Welfare, the state’s umbrella health and human services agency. David was responsible for administering all aspects of the state’s Medicaid and Children’s Health Insurance Programs. As Idaho’s Medicaid director, he was an architect of cutting-edge Medicaid reform known as Modernizing Medicaid: Value-Based Reform.

David worked with a private consulting firm assisting state governments with the Affordable Care Act (ACA) implementation. He was also a Business Development executive with a healthcare analytics vendor, and held leadership positions with a specialty healthcare company providing solutions to state government clients.
He returned to the Florida Medicaid program in 2012 to lead the transition of more than three million Medicaid recipients and 100,000 providers to the new Statewide Medicaid Managed Care program. By every measure, the transition was a success, resulting in the highest levels of service quality and recipient satisfaction in program history. David served as Florida’s Assistant Deputy Secretary for Medicaid Operations functioning as the Medicaid program’s Chief Operations Officer.

Before joining Independent Living Systems, David was a Managing Principal with Health Management Associates (HMA) in their Tallahassee office. At HMA, he used his innovative and strategic approach to the business of public healthcare in providing management advisory services to states, health plans and providers.
