Jeff Cross is the Senior Development Advisor and former President of Public Solutions at Benchmark Human Services.  He has held numerous executive positions with national disability and behavioral health providers.  In 2010 Jeff  partnered with Fort Wayne based AWS, a multi-state provider of services to persons with disabilities, to launch Benchmark Human Services and open residential and crisis services for persons with Intellectual and Developmental Disabilities (IDD) with intensive medical and behavioral needs.  The agency has expanded to provide services in 19 states.  Benchmark has grown to become one of the country’s largest providers of specialized services to intensive need populations and large scale community mobile crisis services to both IDD and Behavioral Health populations. 

Jeff routinely works with government officials and managed care entities.  He is experienced in assisting states under DOJ actions and settlement agreements. Jeff is a frequent presenter at national conferences and a specialist in cost-effective strategies to support intensive need/high cost Medicaid service populations.
