Department of Health Care Finance

Government of the District of Columbia

Benjamin Ebeigbe

Benjamin serves as the District’s Director of Long-Term Care, where he provides strategic leadership and executive oversight for the entire Long-Term Services and Supports (LTSS) system, spanning both community‑based and institutional programs. He leads the Long-Term Care Administration (LTCA), setting systemwide priorities and directing the work of its three divisions, Oversight and Monitoring, Operations, and Intake and Assessment. In this role, he oversees administrative operations, regulatory compliance, program performance, and stakeholder engagement across all LTSS and HCBS programs.

Benjamin joined the Department of Health Care Finance (DHCF) in 2017, managing key initiatives that advanced long‑term care system reform- notably MLTSS Programs (DSNP and PACE) development, EPD Waiver renewals, State Plan Amendments, and the design and implementation of the LTSS clinical case management system. He also led program feature development, needs assessments, and operational gap analyses across the long‑term care landscape.

He holds an MBA from the Kogod School of Business at American University, a Master of Law from the University of Glasgow, and a Law Degree from the University of Benin.
